One of my constituents in Ayr sends me the enclosed newspaper giving an account of a case

He is the

of piracy in the China Seas in May last. father of Chief Engineer McCartney one of the officers of the ship which was attacked and burnt.

I am asked by him to bring his son's case under your notice with the view of ascertaining whether any financial assistance is likely to be given by the Government to the British officers of the ship.

The Governor of Hong Kong seems to have held out some such hope, and in view of the fact that they have lost their all, are now out of employment as a consequence of the loss of the steamer and that McCartney who has now returned to Ayr had to find money for his passage home

he earnestly pleads that generous considera- tion should be given to the case.

I have no idea whether there is any rule under which such cases are dealt with, or whether there are any precedents for giving assistance in such cases, but I am
